Description: Corporal Brooks was struck and killed by a hit-and-run driver on I-95 in Baltimore City, Maryland. As a member of the department's Commercial Vehicle Safety Unit, Corporal Brooks was setting out cones at the I-95 interchange to keep commercial vehicles out of the downtown Baltimore area during the New Year's celebrations. While placing cones on the roadway Corporal Brooks was struck and killed by a DUI driver.
