Description: Police Officer Ballman was shot and killed when a gunman went on a killing spree during a city council meeting. The gunman shot and killed Sergeant William Biggs outside the council chambers. The suspect then entered the chambers, shot Officer Ballman, and three other people in the room before he was killed.
