Description: Police Officer Constantine, of the river patrol force, lost his footing and fell overboard from the department boat and drowned. The officers had just towed a barge belonging to a senator to a point near Indian Head and were returning when the incident occurred near Quantico. The investigation concluded that the propeller struck him on the head when he fell overboard. His body was recovered four days later.
