Description: Police Helicopter Pilot Carter had been assisting patrol officers to control a riot involving two hundred and fifty junior and senior high school students. Shortly after clearing the riot scene the helicopter started losing power and began to descend. Officer Carter and a civilian observer were killed as his helicopter crashed to the street.
