Description: On November 23, 1976, Police Officer Carlisle was shot when he stopped a motorist with an outstanding warrant. Officer Carlisle was permanently paralyzed from the upper chest down and spent a year in the hospital before returning home. Officer Carlisle was unable to live independently and was under medical care until his death due to sepsis on December 1, 2015.
