Description: Master Sergeant Collum was struck and killed by a vehicle while investigating a report of a prowler. Sergeant Collum parked his department vehicle and was approaching the suspects when a vehicle came over the hill at a high rate of speed and struck him. The 19-year-old driver was charged with negligent homicide.
