Description: Patrolman Downs was thrown under a vehicle as he attempted to arrest a suspect involved in a domestic dispute. The suspect fled on foot to his vehicle and started off just as the officer reached the vehicle. Patrolman Downs attempted to stop the man from driving from the scene and jumped onto the side of the car. A scuffle ensued as vehicle accelerated onto the highway. Patrolman Downs was dragged to his death when he was thrown under the car.
