Description: Patrolman Devens and three other officers, riding the department's horse-drawn wagon, were responding to assist at a local fire. As the officers rode, a trolley car and another wagon suddenly stopped in front of the patrol wagon. As Patrolman Devens tried to avoid hitting the vehicles and pedestrians, his wagon overturned. Patrolman Devens received a severe fracture at the base of his skull, two broken legs and internal injuries. He succumbed to his injuries shortly after arrival at the hospital.
