Description: Deputy Franks was struck and killed by a vehicle while assisting at the scene of a minor traffic accident. Although Deputy Franks' patrol vehicle had the emergency lights flashing, the vehicle was speeding in heavy rain conditions and was unable to stop. The vehicle slammed into the accident scene, killing Deputy Franks immediately.
