Description: Chief Flowers died in an automobile accident with a streetcar. Youngstown Police Chief Watkins was driving Chief Flowers back to Warren when he swerved to avoid a disabled car but instead struck a streetcar. The impact hurled Chief Flowers about twenty feet. Chief Watkins was pinned behind the steering wheel. Witness stated that the Chief's car was travelling at 20 mph. Chief Flowers was rushed to the hospital where he was pronounced dead. Chief Watkins survived his injuries.
