Description: Commissioner Franklin was killed in an automobile accident on Interstate 64, in Frankfort, Kentucky. At the time of the accident the roads in Frankfort had started to freeze over due to a winter snowstorm. Commissioner Franklin was en route to a meeting when the accident occurred. Commissioner Franklin was transported to a local hospital where he died of head injuries one week later.
