Description: Attempting other arrest (excludes burglary, robbery and drug-related arrests). Officer Gaines was shot and killed while calling for assistance to arrest a suspect wanted for disturbing the peace. Officer Gaines was the only black officer on the police force and the suspect he attempted to arrest was white. At that time a black officer was not allowed to arrest a white man. Officer Gaines died waiting for assistance.
