Description: Deputy Halligan and another officers were attempting to serve a psychiatric committal order on the suspect. A struggle ensued with the juvenile who was uncooperative and tried to run from officers. Deputy Halligan had to struggle and forcibly restrain the subject. As he lifted the subject to his feet, Deputy Halligan suffered a sudden and fatal heart attack.
