Description: Lieutenant Howe died of a stroke after responding to a murder/suicide call. Lieutenant Howe responded to a barricade incident where a man had just killed his wife and threatened to kill himself. Lieutenant Howe commanded the Baltimore County Tactical Unit and led a debriefing after it was found the suspect had shot himself. Lieutenant Howe suffered an intracerebral hemorrhage when he returned home later that evening.
