Description: Chief Petty Officer Horne was killed when suspected drug smugglers rammed into a U.S. Coast Guard boat near Santa Cruz Island, California. As Officer Horne and a second officer approached the suspect vessel that was operating at night without lights, the suspect vessel rammed Officer Horne's boat at a high rate of speed and fled the scene. Both Officers were thrown in the water. Officer Horne died as a result of a brain injury due to the incident. The second officer survived. The suspects were apprehended.
