Description: Chief Lockard was struck and killed while directing traffic at an intersection. As a civic group hung a public service banner, Chief Lockard directed the traffic around them. A vehicle struck Chief Lockard from behind and threw him into the path of an approaching truck. He suffered a fractured skull, internal bleeding, and several broken bones. Chief Lockard was transported to a local hospital where he died shortly after arrival.
