Description: Trooper McMenamin issued a traffic citation to a driver and was returning to her patrol car when she was fatally struck by another motorist. Trooper McMenamin's patrol car was parked on the shoulder of the road with emergency lights activated. The motorist was charged with death by negligent use of a vehicle.
