Description: Constable Manlove was shot when he attempted to arrest a suspect who did not pay the toll at the Westhaven turnpike. When Constable Manlove approached the suspect with the warrant and informed him that he was under arrest, the suspect produced a rifle and fatally shot Constable Manlove.
