Description: Reserve Officer Mills was struck by a drunk driver as he provided assistance to another driver in a parking lot. Officers Mills and Charles Nearpass were helping a driver who had experienced engine trouble when another vehicle came around the corner and struck all three men. Officer Mills died at the scene. Officer Nearpass was also injured but survived. The driver was arrested several hours later and charged with driving while under the influence of intoxicants, reckless driving and felony hit and run.
