Description: Policeman Miller had arrested Charles Fowler in January of 1938 and, in the process, had apparently roughed Fowler up. Fowler returned to Lead, SD, and , just after Miller had gone on duty about 1 a.m., Fowler shot him seven times. Fowler was arrested for murder, which was changed to first degree manslaughter, and received 15 yrs in the penitentiary.
