Description: Lieutenant Manning and Sergeant Ed Elliott were on a routine patrol in the early morning. They spotted a truck speeding and weaving through town. They stopped the truck and a young man got out and walked toward them. When Lieutenant Manning asked to see his driver's license, the man pulled a pistol and opened fire on the officers. Lieutenant Manning was shot three times and died at the scene. Sergeant Elliott was shot twice but recovered.
