Description: Officer Owens was shot and killed by a suspect during a foot pursuit. Officer Owens and his partner observed what they believed to be a drug transaction. As the officers approached the men, they fled and a foot chase ensued. One suspect turned and fired at Officer Owens and the bullet struck him just below his bulletproof vest. Officer Owens was transported to the hospital where he died just after midnight.
