Description: On October 18, 1936, Chief of Police Phelan sustained multiple injuries when his department vehicle was struck head-on by an oncoming vehicle. Chief Phelan was returning from a conference when the automobile crash occurred. Chief Phelan was transported to the hospital where he died of his injuries nine days later.
