Description: Officer Picagli was struck while directing traffic near a local construction site. Officer Picagli was wearing a reflective vest when he was struck by a 2nd U.S. Circuit Court of Appeals Judge. Officer Picagli suffered a broken leg and pelvis, a fractured skull, and hemorrhage of the brain. He succumbed to his injuries four days later in a local hospital. Road conditions at the time of the accident were dark and rainy.
