Description: Deputy Phelps was shot and killed after stopping a vehicle that had been involved in a shooting earlier that evening. Radio contact was lost after he advised dispatch that he was initiating the traffic stop on the wanted suspect. After shooting Deputy Phelps the suspect stole his gun, badge, radio and his patrol car. A responding deputy found Deputy Phelps on the ground; he was pronounced dead at the scene.
