Description: Chief Payne and Undersheriff Cliff Bluett were transporting two juveniles from Plymouth, Indiana on charges of car theft. The suspects, who were not in restraints, attempted to escape. Chief Payne quickly moved to the backseat and a struggle ensued. Chief Payne was struck on the head with a flashlight. Both lawmen were subdued at gunpoint, handcuffed and left by the side of the road. Chief Payne suffered a heart attack and died, still handcuffed to Undersheriff Bluett. The suspects were captured and charged with murder.
