Description: Officer Phillips stopped his unmarked police vehicle, with the flashing blue light on the roof, behind a stopped vehicle. As he walked to the driver's side of the vehicle, he was struck by a hit-and-run driver. Officer Phillips was pronounced dead at the hospital.
