Description: Patrolman Phillips was struck and killed by a hit-and-run driver while participating in bike patrol training. Patrolman Phillips and two other members of the bike patrol team were riding department issued bikes when he was struck by a vehicle. All officers were in uniform, wearing helmets and had lights on their bikes. The driver of the vehicle remains at large.
