Description: Lieutenant Quinlan was travelling on Route 25 performing spot inspections of areas under his command when he was involved in a single-car accident. Lieutenant Quinlan lost control of his patrol vehicle, struck a cement culvert and crashed into a ravine. The investigation concluded that Lieutenant Quinlan swerved to avoid either an oncoming vehicle or a deer. Lieutenant Quinlan died at the scene of internal injuries.
