Description: Patrolman Rowe was struck by a vehicle while directing traffic at the scene of an automobile crash. Patrolman Rowe was transported to the hospital with multiple injuries and died the next day. The driver of the vehicle, a county detective, was not charged and the investigation concluded that poor lighting and wet road conditions were a factor. Inadvertent action.
