Description: Detective Rice was shot and killed while investigating suspicious activities near his new home which was under construction. As he approached his car, Detective Rice observed two suspicious men. When he questioned the suspects, he was shot several times. Detective Rice was pronounced dead at the scene. Even though Detective Rice was off-duty, the department declared his death line of duty because of the official action he took against suspicious activity. Detective Rice was acting as a police officer when he was killed.
