Description: On May 25, 1996, Police Officer Simms was struck by a pickup truck after stopping a driver for speeding in the Ninth Street Tunnel. Officer Simms was transported to the hospital where he died of his injuries nine days later on June 3, 1996. The truck driver was convicted of negligent homicide. Officer Simms was the brother-in-law of Police Officer Thomas Hamlette, Jr. (17-E: 21)
