Description: Sergeant Starnes was shot while making a traffic stop. Sergeant Starnes, who was the agency's warrant officer, had stopped a suspect who had outstanding warrants. The suspect exited his car and shot Sergeant Starnes four times in the chest. He was transported to the local hospital where he remained for a month before succumbing to his injuries.
