Description: Officer Staggs and Officer Fred Davis were headed back to the station with a man under arrest for public intoxication. The officers observed a car that was zig-zagging back and forth. Officer Staggs drew alongside the vehicle in an attempt to pull it over. The driver sharply swerved, which forced the patrol car onto the path of an oncoming streetcar. Officer Staggs' head was crushed and he died at the scene. Officer Davis and the arrested man both received skull fractures but survived.
