Description: Struck by vehicle (officer was outside of vehicle when struck). Officer Stephens was directing traffic at a local intersection. The roads conditions were icy and traffic was heavy, when a accident occurred between two vehicles. One vehicle went out of control and struck Officer Stephens. Officer Stephens' foot was pinned by the vehicle and the curb. He fell backwards and broke his neck. He died minutes later from his injuries.
