Description: Patrolman Tobias was struck and killed by a passing vehicle during a routine traffic stop on State Highway 70. Patrolman Tobias had positioned his patrol unit with the emergency lights flashing as a precaution. A passing motorist sideswiped the patrol car and Patrolman Tobias as he stood near the driver side door killing him instantly.
