Description: Sergeant Vicha was shot and killed by his estranged brother-in-law as he attempted to place him under arrest. The suspect had been arrested approximately one month eariler for kidnapping Sergeant Vicha's sister. Sergeant Vicha was shot in the neck at close range. Once he fell, his brither-in-law stood over him and shot him four more times.
